Baseline registry · grouped by epoch

Each promote appends a kind="baseline" row to baseline_archive.jsonl, partitioned into content-addressed epochs (be-NNN) keyed by a hash of the production+measurement spec (margin rule, fitness/margin logic version, the four roles' model+source, rubric, dim set, bench, seed-pool identity). Baselines from different epochs were produced under different logic and are not comparable — they are never merged into one table.
